한국기독교장로회는 1월 16일자로 일본군 위안부 문제해결 촉구서한을 세계교회(WCC, CCA, WCRC), 일본노다총리, 주한일본대사, 이명박 대통령, 민주통합당 한명숙 대표와 최고위원들(문성근, 이인영 등), 국회의원 전원에게 서한을 발송했다.

일본군 ‘위안부’ 문제를 조속히 해결하기를 촉구합니다.

주님의 평화가 늘 함께 하시길 기도합니다.
누구보다도 대한민국의 역사를 잘 아시고, 우리나라의 평화와 안보를 잘 살피시는 대통령님의 노고에 감사를 드립니다.
대한민국 국민은 누구나 외세에 의한 전쟁과 폭력에 희생되기를 원치 않습니다. 그러나 오랜 세월이 지난 오늘날까지도 일본군 ‘위안부’문제에 대해서는 해결의 실마리가 보이지 않습니다.
1992년 1월부터 시작한 일본군 ‘위안부’ 할머니들의 수요시위는, 올해로 20주년을 맞이했습니다. 지난 20년이라는 긴 세월은 온갖 수치와 멸시 속에서도 당당히 일본정부의 범죄 인정과 해결을 촉구한 할머니들의 한에 맺힌 세월입니다.
20만명이나 되는 아시아의 여성을 강제연행하고 납치하여 일본군의 성노예로 만든 사상 유례없는 추악한 범죄가 아직도 해결되지 않은 채 지속되고 있습니다.
이제 생존하신 할머니들이 예순 세 분 뿐이십니다.
우리가 일본군 위안부 문제를 해결하는 것은 할머니들에게 뿐만 아니라, 오늘을 사는 우리 모두에게 유린당한 여성의 인권을 회복하고, 강자에 의한 역사 왜곡과, 전쟁과 폭력으로 점철된 군국주의가 다시는 이 땅에 자리하지 못하도록, 평화의 시대를 만들라는 하나님의 거룩한 명령이며, 평화를 염원하는 우리 모두의 가슴을 평화의 용광로에 담금질하라는 이 시대의 사명이라고 확신합니다.
더 이상 어떠한 이유로도 할머니들의 요구를 외면할 수 없습니다. 이에 적극적인 정부의 노력을 요청합니다.
이 문제를 조속히 해결하길 원하는 촉구서한을 일본 총리와 주한 일본대사관에 전달하였습니다. 또한, 우리 한국기독교장로회와 협력을 맺고 있는 세계교회협의회와 세계 각국의 교단들과 세계교회의 그리스도인들에게 연대촉구해 줄 것을 아울러 요청하였습니다. 한일 양국 간의 일본군 ‘위안부’ 문제의 평화적 해결이 세계평화에 얼마나 중요한지 알리고 함께 기도하며 노력해 주기를 간곡히 호소하고 있습니다.

이에 아무쪼록 일본군 ‘위안부’ 문제를 세심히 살피시어 대통령님과 한국 정부가 가해당사자인 일본 정부에 적극적인 해결을 요청해 주시길 바랍니다.

우리 한국기독교장로회는 일본 정부의 행태를 보며 분노로 떨리고 애타는 할머님들의 상처를 한국정부가 적극적으로 나서 주셔서, 해결해 줄 것을 간곡히 요청합니다. 그리하여 한일간의 왜곡된 역사를 진실의 역사, 평화의 역사로 올바로 뿌리내리게 하는 날이 올 줄 믿습니다. 주님의 평화가 늘 함께 하시기를 바랍니다.

주님의 평화가 늘 함께 하시길 기도합니다.
누구보다도 대한민국의 역사를 잘 아시고, 우리나라의 평화와 안보를 잘 살피시는 의원님의 노고에 감사를 드립니다.
대한민국 국민은 누구나 외세에 의한 전쟁과 폭력에 희생되기를 원치 않습니다. 그러나 오랜 세월이 지난 오늘날까지도 일본군 ‘위안부’문제에 대해서는 해결의 실마리가 보이지 않습니다.
1992년 1월부터 시작한 일본군 ‘위안부’ 할머니들의 수요시위는, 올해로 20주년을 맞이했습니다. 지난 20년이라는 긴 세월은 온갖 수치와 멸시 속에서도 당당히 일본정부의 범죄 인정과 해결을 촉구한 할머니들의 한에 맺힌 세월입니다.

We are thankful for your efforts to bring life, justice, and peace to the whole world.

The 'Wednesday Protest' of those we call 'the World War II survivors of sexual slavery by the Japanese military (Comfort women)' which started in January of 1992 is in its 20th year. For the last 20 years, in the pain ('Han') of remembering, the grandmothers have urged the Japanese government to accept these crimes and resolve them.

The situation that has not been brought to resolution is the miserable war crime of forcibly arresting and kidnapping 200,000 Asian women to make into sex slaves in the years from 1932 to 1945. Now only 63 elderly survivors, who we call 'grandmothers', are still alive. We cannot let any excuses cause the avoidance of the grandmothers' request any longer.

We ask for active resolution. We, the Presbyterian Church in the Republic of Korea (PROK) delivered a letter urgently requesting resolution of this issue to the Prime minister of Japan and the Japanese Ambassador, Embassy of Japan in Korea, and requested the Korean government to step forward in dialogue to actively settle it.

The PROK requests Christians of our global sister churches to assist us in our appeal. We appeal earnestly for common prayer to let it be known at peaceful resolution of the issue of 'the World War II survivors of sexual slavery by the Japanese military (Comfort women)' between Japan and Korea is very important.
Please carefully review this issue and send a letter of appeal to the Japanese government requesting them to bring resolution to this crime.

The PROK believe that the day will come when the perverted history between Korea and Japan is made straight as the history of peace.

The peace of the Lord be with you always.

주 예수 그리스도의 복음을 통해 이 땅의 정의와 생명, 평화를 이루기 위해 일하는 한국기독교장로회는 동북아시아의 평화와 번영을 위한 한일 양국의 노력이 열매 맺기를 간절히 바랍니다.
우리 한국기독교장로회는 ‘오직 정의를 물 같이, 공의를 마르지 않는 강 같이 흐르게(아모스 5장 24절)’ 함을 선교적 과제로 삼고, ‘갈라지고 막힌 담을 헐고 화평(에베소서 2장 14절)’을 이루어 가는 것을 하나님의 명령으로 받들어, 지난 2012년 1월 4일 주한 일본대사관 앞에서 20주년 일본군 ‘위안부’ 문제 해결을 위한 정기수요시위를 주관하고, 일본군 ‘위안부’ 문제 해결을 위해 일본 노다 총리와 일본 정부에 다음과 같이 강력하게 요구합니다.

1. 감추었던 역사를 명확히 밝히기를 바랍니다.
한국과 일본 사이에는 불행했던 과거의 역사가 많이 있습니다. 그러나 그 대부분은 감추어지고 더러는 축소되어 알려져 있습니다. 일본군 ‘위안부’ 문제가 그 대표적인 예입니다. 우리는 일본정부가 이 불행한 과거의 사건에 대해 더 이상 은폐하거나 축소하지 말고, 진실을 명확히 규명하고 올바른 역사를 교과서에 기록하기를 강력하게 요청하는 바입니다.

2. 일본 정부의 공식적인 사죄와 법적 배상을 요구합니다.
독일은 전후의 초대 수상 콘라드 아데나워부터 현재의 앙겔라 메르켈 수상까지 역대의 수상들이 일관되게 전쟁의 죄행에 대해 공개적으로 반성하고, 나치의 만행은 독일의 수치라고 인정했습니다. 독일정부는 1956년에는 연방보상법을 제정하여 피해 보상액으로 120조원이라는 천문학적 금액을 지불하기도 했습니다.
또한 2차대전 당시에 정부와 기업에 의해 강제로 징용된 사람들의 피해를 보상하기 위하여, 독일정부와 기업은 100억마르크 (약 6조원)를 모아서 “기억,책임 그리고 미래”라는 재단을 설립했습니다. 독일인들이 전후배상과 관련하여 기억을 하고 책임을 지고 그리고 미래로 나가겠다는 의지를 보이며, 끝까지 책임을 다하려는 독일의 모습입니다.
또한, 남아프리카공화국의 넬슨 만델라는 1962년 투옥되어 27년 6개월간의 기나긴 감옥생활하기도 하였으나, 출소한 뒤 1994년 대통령이 되어, 백인정부와 화합을 통해 인종차별정책 ‘아파르트헤이트’를 없애고, 백인들에게 복수하지 않고, '진실과 화해위원회'를 만들어 과거의 인권침해 사실을 밝힌 뒤 그들을 사면했습니다. 최악의 인종차별 국가를 평화로운 인권 국가로 만든 것입니다.
위에서 예를 든 독일과 남아프리카공화국에 비해서 일본은 전후 역대 정부가 침략 전쟁에 대해 부인하고, 회피하는 태도로 일관해 오고 있음은 참으로 안타까운 일이 아닐 수 없습니다.

이제 한국의 ‘위안부’ 할머니들은 고령과 병환으로 세상을 떠나 정부에 등록된 ‘위안부’ 할머니 가운데 생존자는 63명에 불과합니다. 하지만 고령과 병환에 시달리는 할머니들은 더 이상 기다리기에 시간이 없습니다. 일본 정부는 문제해결을 위한 입법적, 행정적 조치를 시급히 실행해야 합니다.

일본인들은 한국인이 과거에 집착한다고 생각합니다. 그러나 일본이 생각하는 대로 과거는 물에 씻어 버릴 수도 있는 것도 아니고 마음을 바꾸었다고 잊혀지는 것도 아닙니다. 오늘날은 전지구적인 환경 위기와 경제 위기로 어느 때보다도 세계의 모든 국가들의 협력과 동반자적인 관계를 요청하고 있습니다. 이러한 때에 자신들의 역사의 오류에 대해 사죄는 커녕 없과 동일로 치부하려는 자세로 일관한다면, 과거의 잘못된 역사를 언제라도 되풀이 할 것이라는 의구심을 씻을 수 없을 것입니다. 일본이 려는 의 진정으로 동반자적 관계를 희망한다면, 일본 정부는 어서 속히 일본군 ‘위안부’문제에 대하여 사죄하고, 법적 배상을 이행해야 할 것입니다.

3. 위령탑과 사료관의 설치를 요구합니다.
과거의 범죄를 통해 피해를 입은 역사에 대해서는 보존하고 기억하려 하고, 가해를 입힌 역사에 대해서는 묻어두려는 일은 옳지 않습니다. 일본군에 의해 고난당한 많은 이들을 위해 위령탑을 건설하고, 그 당시의 역사를 사실 그대로 전하는 사료관을 만들 것을 강력히 요구합니다.
지금도 안식을 얻지 못하고 있는 피해자들이 일본의 최소한의 양심을 통해 위로받기를 기대합니다. 이러한 구체적인 과거의 범죄에 대해 회개와 실천을 통해서만이 한일 정부의 진정한 동반자적 관계가 될 수 있고, 국제사회에서 진정한 평화와 번영을 추구하고, 주도하는 국가로서의 지위를 얻을 수 있음을 기억하시어, 빠른 시일 내에 위령탑과 사료관을 설치하기를 강력히 요구하는 바입니다.

We urge the resolution of the issue of the World War II survivors of sexual slavery by the Japanese military (Comfort women).

The Presbyterian Church in the Republic of Korea (PROK) works for carrying out of justice, life, and peace on the earth by the gospel of the Lord Jesus Christ and sincerely hopes to achieve a major step toward peace and prosperity in North East Asia.

The PROK sets 'letting justice roll on like a river, righteousness like a never-failing stream' (Amos 5:24) as the goal of its mission work and takes 'bringing peace by destroying the dividing wall' (Ephesians 2:14) as obedience to God. On January 4, 2012 PROK led the 20th Year Wednesday Protest for justice for 'Comfort women' in front of Japanese Embassy to resolve the issue of the World War II survivors of sexual slavery by the Japanese military. In the following we urge strongly to Mr. Noda Yoshihiko, Prime minister of Japan and Japanese government to resolve this issue.

1. Disclose the hidden history clearly.
There are painful past historic events between Korea and Japan. But most of them have been hidden from public or if known, were minimized. Sexual slavery by the Japanese military is a very representative example. We strongly request that the Japanese government clarify and establish the truth and correct historical records and schoolbooks without covering up or reducing the misery of past events.

2. We demand an official apology and legal compensation by Japanese government.
After World War II in Germany successive chancellors from Mr. Konrad Adenauer, the first Chancellor of the Federal Republic of Germany to Ms. Angela Merkel repented publicly about the sin of war consistently and acknowledged the Nazi savagery as Germany's shame. The German government enacted the Federal Compensation Law in 1956 (Bundesentschädigungsgesetz - BEG) and paid 120 trillion won which is an astronomical figure for victim compensation.

Also, to compensate the victims who were forcibly taken by its government and companies in World War II, they collected 10 billion mark(6 trillion won) and established a "Memory, Responsibility, and Future" Foundation. Being related with the war compensation, all Germans remembered, took responsibility and showed a will to move forward to the future. It is Germany's intention to fulfill their responsibility.

Also, Nelson Mandela, previous president of the Republic of South Africa, was in prison for 27years and 6 months after being sent to prison in 1962. After being discharged from the prison, he was elected as president. He abolished 'apartheid' which is a race discrimination policy by reconciling with the white dominated government. He did not take revenge on white people but reconciled with them after bringing forward the past violation of human right by creating the 'Truth and Reconciliation Committee'. He made the most race discriminatory country into a peaceful country, respectful of human rights.

It is really frustrating to see that successive governments of Japan after World War II have consistently denied direct involvement in the war of aggression and have kept avoiding the issues, compared with the above examples of Germany and the Republic of South Africa.

Now there are just 63 survivors among the grandmothers in Korea who have registered as 'comfort women'. Their deaths have been caused by old age and illness. There is no time for the grandmothers suffering from old age and illness to wait any longer. To resolve the issue, Japanese government must urgently execute legal and administrative measures.

The Japanese government think that Koreans cling to the past. But the past can not be washed away by water and cannot be forgotten by a change of mind as Japan thinks. Nowadays international relationships based on cooperation and companionship are becoming a necessity more than any other time in history because of the whole earth environment crisis and economy crisis. In this situation, if the Japanese government continually maintains the attitude that it never happened instead of apologizing for the mistakes of history, there is a doubt that they would never repeat the wrong history of the past. If Japan truly hopes for a companion relationship with Korea, the Japanese government should apologize for the World War II survivors of sexual slavery by the Japanese military (Comfort women) and should indemnify the survivors of sexual slavery and their families.

3. We request establishment of a cenotaph and a historical archives-museum.
It is not right to cover up painful history: we need to preserve and remember the damages created by past crimes. We request strongly the building of a cenotaph in memory of war victims and a historical archives-museum showing history as it was at that time.

The victims who have not have rested until now expect to receive comfort by appealing to Japan's conscience. We request the establishment of a cenotaph and a historical archives-museum as soon as possible. Please remember that only by repentance and action about such concrete crimes of the past is it possible to have true companion relationship of Korea- Japanese governments, to seek real peace and prosperity in the world society and to gain a leading country position.

일본군 ‘위안부’ 문제 해결을 위한 정기수요시위 20년을 맞으며
더 이상 진실을 외면하지 마라

너무도 긴 세월이었다. 1992년 1월 8일 시작된 수요시위는 오늘로 1003회, 20주년을 맞이하였다. 20년 하나의 주제로 열리는 가장 오래된 시위라는 명예 아닌 명에가 되어 버린 그 긴 세월동안 우리 할머니들은 민족사의 십자가를 지고 골고다를 쉬임 없이 오르셨다. 이제 생존하시는 할머니들이 63여명에 지나지 않는다. 그래서 우리는 분노보다 진한 슬픔을 느끼며 다시 한번 더 이상 진실을 외면하지 말라고 다음과 같이 촉구한다.

어째서 일본정부는 20년째 이 자리에서 외치는 할머님들의 목소리를 외면하고, 진실 앞에서는 사죄 한 마디 없이 침묵한단 말인가? 한갓 미물에도 고유의 생명이 있고 존중받아야 마땅한 마당에, 어린 여성의 성을 침략전쟁을 위한 수단으로 삼아 유린한 것은 그 어떤 것으로도 용서 받을 수 없을 뿐만 아니라, 피해자들에게 죽는 날까지 평생 그 고통을 안겨왔다는 점에서 중대한 전쟁범죄가 아닐 수 없다. 안타까운 것은 이러한 잘못에 대해 아무런 법적, 도의적 가책을 느끼지 못하고 있는 일본정부의 태도이다.

죽기 전에 진정어린 사죄의 모습을 보여 달라는 피해자들의 소박한 호소도, 사죄를 촉구하는 국제사회와 세계 양심의 목소리에도 마냥 귀를 닫고 있다. 심지어 한국정부가 최근 일본군 '위안부' 문제에 대한 협상을 요구한데도 불응하고, 평화를 기원하는 소녀상 기념비마저 시비를 걸기도 했다. 이명박 대통령이 지난 12월 18일 한일정상회담에서 일본군 '위안부' 문제를 해결하는 정치적 결단을 내려달라고 하자, 일본 노다 총리가 ‘평화비를 세운 것은 유감스러운 일’이라며 ‘대통령에게 철거를 요구한다’고 발언한 일은 과거 일본이 저지른 추악한 전쟁범죄를 부끄러워하지 않는다는 후안무치한 태도를 세계에 드러낸 것이다. 이는 국제사회에서 신뢰는 말할 것도 없지만, 한일 양국의 평화로운 미래를 위태롭게 하는 일이며, 정작 일본의 발전과 번영에도 결코 도움이 되지 않을 것이다. 일본 정부는 그 동안 일본군 '위안부' 문제에 대해 법적으로 해결되었다는 둥, 거듭 사과를 하였다는 둥, 기금을 통해 인도적 지원도 하였다는 둥 여러 가지를 변명하여 왔지만 한일정상회담에서 일본의 반성하지 않는 속내가 그대로 들어나고 말았다.

사회적 편견과 억압에 자신을 숨겨야만 했던 일본군 ‘위안부’ 피해자들은 깊은 상처와 고통을 누구에게도 말 못하고 반세기를 살아오셨다. 그럼에도, 세상에 알리고 큰 소리로 외칠 수밖에 없는 이유는 바로 진실 때문이다. 역사의 아픔을 치유하고 정의를 회복시키기 위함이다. 우리 후손들이 또다시 이러한 아픔을 겪게 하지 않기 위함이다.

우리는 1003회 20주년 수요시위를 통해, 일본군 ‘위안부’ 문제를 해결하는 것만이 한일 양국이 화해하고 상생할 수 있는 유일한 길임을 재천명하며, 한일 양국의 정부에게 일본군 ‘위안부’문제를 반드시 해결할 것을 다음과 같이 촉구한다.

1. 일본 정부는 일본군 ‘위안부’ 문제에 대한 한국정부의 대화요구를 즉각 수용하라!
1. 일본 정부는 진상을 규명하고 할머니들께 머리 숙여 사죄하고 즉각 배상하라!
1. 일본 정부는 전범사실을 인정하고 전범국으로서의 책임을 즉각 이행하라!
1. 일본 정부는 역사 왜곡과 갈등 조장을 중단하고, 올바른 역사를 교육하라!
1. 한국 정부는 역사를 바로잡고 할머니들의 명예와 인권을 되찾는 일에 적극 앞장서라!

Holding the 20th Year Regular Wednesday Protest for resolving the issue of the 'World War II survivors of sexual slavery by the Japanese military (Comfort women)'
Don't turn away from truth anymore!

It has been so long. Today's Wednesday protest marked the 1,003rd consecutive Wednesday and is the 20th Year. Our grandmothers have climbed Golgotha carrying the cross of national history for a long time. Maintaining this issue for 20 years is not an honor rather, it becomes the dishonor of the longest protest which has not been able to solve the issue. Now there are only 63 surviving grandmothers. In the following we once again urge ourselves not to turn away from the truth by a feeling of sadness which is deeper than rage.

Why does the Japanese government ignore the voices of grandmothers who have shouted at this spot for twenty years and keep silence without saying any apology in front of the truth that the grandmothers speak? Even though a creature is insignificant, it has its own life and should be respected; trampling down young women's sexuality by using them in an aggressive war can not be forgiven and is a major war crime because it inflicts pain on the victims for their whole lifetime until death. It is frustrating to see the Japanese government's attitude not feeling any legal or ethical censure about this wrong.

They close their ears to the simple appeal of the victims to hear and see a heartfelt apology before dying and to the voice of international community and the world conscience which insists on an apology. Even as the Korean government recently asked for negotiation about the issue of the World War II survivors of sexual slavery by the Japanese military, the Japanese government disputed the statue of the peace girl. When President Lee Myung-bak asked for political determination resolving the issue of the World War II survivors of sexual slavery by the Japanese military at the Korea-Japan Summit meeting on last December 18, Mr. Noda Yoshihiko, Japanese Prime minister, said, 'Erecting the comfort women monument is regrettable' and asked President Lee to remove it. It revealed their shameless attitude to the world that they are not ashamed of committing this terrible war crime in the past. It is not helpful for building trust in the international community, it jeopardizes the peaceful future of these two countries, and it is not helpful to Japan's development and prosperity. Even though Japanese government make excuses that they have solved the issue legally, they have apologized several times, and they did humanitarian support by past funding, their inner mind of not repenting was revealed at the Korea-Japan Summit meeting.

The World War II survivors of sexual slavery by the Japanese military who had to hide themselves under social prejudice and oppression lived half a century without expressing their deep wound and pain to anyone. However, a reason to let the world know and to shout loudly is that it is the truth: it heals the pain of history and restores justice. Also, it ensures that our descendants will not suffer the same pain again.

Through the 20th Year of the Wednesday protest marking the 1,003rd consecutive Wednesday we proclaim again that resolving the issue of the World War II survivors of sexual slavery by the Japanese military is the only way to reconcile Korea and Japan and live together and we urge the governments of Korea and Japan to solve the issue as follows.

(Our Requests)
We demand the Japanese government to:
1. Accept the request for dialogue and disposition by the Korean government on the issue of the World War II survivors of sexual slavery by the Japanese military immediately!
1. Clarify the actual historical facts and apologize to the grandmothers by bowing your head and compensating them immediately!
1. Admit the committing of war crimes and fulfill your responsibility immediately on war crimes!
1. Stop perverting history and aggravating the conflict! Educate the Japanese people with factual well founded in written history!

We demand the Korean government to:
1. Correct history and be in the forefront actively to restore grandmothers' honor and human rights!
